Doing Business in Hesperia is EZ (en Espanol)
The City of Hesperia in conjunction with the Hesperia Community Redevelopment Agency were successful in being awarded an Enterprise Zone designation from the California Department of Housing and Community Development (HCD) for the 2008-09 designation round late last year. Since then, the City and HCD underwent extensive negotiations and put forth commitments for the Hesperia Enterprise Zone’s 15 year designation period that was formally executed in a Memorandum of Understanding in March 2010. Hesperia’s Enterprise Zone was granted Final Designation as of April 1, 2010 and will be in effect through March 31, 2025.

The Hesperia Enterprise Zone is the newest Zone in the State of California, with a designation period for 15 years that is poised to supply significant business attraction, retention and expansion tools for business. The Hesperia Enterprise Zone comprises a large area within Hesperia’s city limits and includes nearly all of its commercially and industrially zoned areas. Businesses seeking a new location or expansion in the Zone may be eligible to take advantage of its substantial benefits. For example:

• Sales or Use Tax Credit
• Employee Hiring Tax Credit
• Business Expense Deduction
• Net Interest Deduction
• Net Operating Loss (NOL)
• Employee Wage Credit
• State Contracts Preference Points

Effect on Economic Recovery
California's Enterprise Zone program is one of the largest and most successful economic development tools. In 2006, the HCD released a report that evaluated the success of EZs in addressing economic recovery. Between 1990-2000, EZs accounted for economic recovery trends at close to State levels for the following indicators:

Poverty rates declined 7.35% Unemployment rates declined 1.2%	Household incomes increased 7.1% Wage and salary income increased 3.5%
