Residential Truck Parking Permit Program

Program Update 9/22/2021 - Effective September 22nd, 2021, properties of less than one full acre of land are no longer permitted into the parking permit program. All other properties are limited to two commercial vehicles per property, regardless of the size of the property.

No parking permits will be issued after November 3rd, 2021 regardless of lot size.

Program Update 9/8/2021 - The City Council took action at the September 7th, 2021 council meeting that changed the following:

  1. Any person who registered prior to September 7, 2021 will be eligible for a refund in the amounts of 100% of all fees paid for the first two trucks and first two trailers parked on a property, refund in the amount of $100 for each additional truck that was registered, and a refund in the amount of $400 for each additional trailer that was registered. The City will process these refunds with no further action required by the property owner. The process will take approximately 6-8 weeks to complete.
  2. Registrations received after August 17th will be processed with the new fees of $0 for each of the first two trucks and two trailers and $100 for each additional truck and $400 for each additional trailer. If you have already submitted an application that was placed on hold after August 17th the City will invoice you with the new fees. You must pay by September 21st in order to retain your grandfather status.
  3. All commercial truck owners and operators must register by September 21st and pay any applicable fees (no fee for first two trucks and first two trailers) in order to retain grandfather status which includes being able to park on less than an acre and allowances for more than two commercial vehicles per property.

All commercial vehicle owners and operators must register by September 21, 2021. The current regulations will change on September 21, 2021. After that date, persons with less than one full acre of land will no longer be eligible to park commercial vehicles on their property and all other properties will be limited to two commercial vehicles per property, regardless of the size of the property. The City encourages all commercial vehicle operators and owners to register to avoid the change of regulations being applied to their property. Registration by the deadline grandfathers the property into the program and allows for the current regulations to remain in effect as long as the parking permit is maintained. 

Don’t delay, the first two trucks and the first two trailers may be registered for free and additional vehicles owned and operated by the property owner and parked at their property are discounted to $100 per tractor and $400 per trailer. On September 22, 2021 the requirements will change and properties that are less than one acre will no longer be eligible to park commercial vehicles. There are enforceable truck routes within the City Limits. Operators must take the shortest route from a truck route to their destination, even if parking with a valid permit.

Who is Required to Register

Any person who wants to park or leave standing, a commercial vehicle (defined as any vehicle having a manufacturer's Gross Vehicle Weight Rating of 26,000 lbs or more) in residential or agricultural areas, is required to register with the City. Each applicant must also allow for a brief inspection of the property to ensure there is ample room to park safely within the confines of the code and receive a parking permit for each vehicle.

How often do I need to register?

This is an annual program; A parking permit must be purchased and an inspection of the property performed each year as long as commercial vehicles are parked there. 

What is the cost of the Permit?

The first two trucks and two trailers can be registered for free. Any additional vehicles are $100 per tractor and $400 per trailer. This is an annual fee that must be paid each year.

How do I know how much my vehicle weighs?

You can find the GVWR of you vehicle on the vehicle's registration from the Department of Motor Vehicles. 

What are the commercial vehicle parking allowances?

It is also important to note that during the property inspection all commercial vehicles must be parked in accordance with the Municipal Code including requirements for parking out of setbacks, or prohibition of parking in front or side yards as applicable. 

What happens if I have violations during my inspection?

If violations are noted during your inspection, the Code Enforcement Officer will issue you a notice listing the violations and provide time to correct them. If there are violations that you cannot fix, such as not being able to park out of setbacks, you may have to adjust where you park your commercial vehicle or find alternate means of storing it.

What happens if I don't register or sell my property?

Truck operators or owners who did not register by September 21, 2021 are allowed only 2 commercial vehicles per property with a minimum required lot size of one acre.

It is important to note that registering in a timely manner does not extend to the property, only the operator and their permitted vehicles. Upon sale of the property, or if the operator no longer resides and stores or parks commercial vehicles at the property, the new zoning regulations will take effect and the number of vehicles allowed reduced, and the lot size required increased. 

I am allowed to park commercial vehicles on my property, can I register in order to lease or rent my empty land to truck drivers?

No, this practice is expressly prohibited by the Municipal Code and could result in civil or criminal penalties.

Can I still register my vehicles?

No parking permits will be issued after November 3rd, 2021 regardless of lot size.
