Program Overview The Hesperia Water District (HWD) provides water to all customers in its district. Water within the Mojave river system, called the Mojave Basin, is utilized to provide this service. In 1996, the Mojave Basin was adjudicated by court decision (City of Barstow et al, v. City of Adelanto et al, Riverside County Superior Court Case No. 208568), which allocated a certain amount of water production rights to the natural water supply. Because of the production allowance, the HWD may incur replacement obligations in the Alto Subarea and/or make-up obligations in the Centro Subarea of the Mojave Basin for the water year.
The water year is from October 1 to September 30. Generally, each year the District leases water from water rights owners to meet these obligations. The lease process usually begins in December or January of each year. In addition, the District may purchase permanent water rights from water rights owners in the Alto and Centro Subareas.
