Capital Improvement Program (CIP) Summary

The City of Hesperia's Proposed FY 2023-24 Capital Improvement Program (CIP) Budget includes new and continued capital projects funded in the Adopted Fiscal Year (FY) 2020-21 Budget. The CIP features the following sections:

  • Expenditures By Project
  • Expenditures By Fund and Project
  • Project Listing
  • Project Descriptions
Information on capital projects completed in FY 2022-23 and deferred projects are also included in the Summary.  Their inclusion is used to identify funds spent on recently completed projects, as well as funds for those that will resume in future years.  Fiscal Year 2020-21 and Fiscal Year 2021-22 CIP projects are also included for historical purposes on the expenditure summaries. Frequently, CIP projects extend beyond one fiscal year.

The City’s construction projects and major capital acquisitions that have an extended life are included in the CIP. In some circumstances, studies undertaken related to anticipated future capital projects are also included.

Generally, the CIP will include capital replacement projects that repair, replace or enhance existing facilities, equipment or infrastructure. Capital facility projects that significantly expand or add capacity to the City’s existing fixed assets are also included.
