Parking Citations
How to Pay Your Parking Citation
- Pay Online: Use the secure web payment service at www.CitationProcessingCenter.com
- Pay by Phone: Call the Citation Processing Center at (800) 989-2058
- Pay by Mail: Send a check or money order, payable to "City of Hesperia". Include the original citation and your payment in the pre-addressed envelope you received at the time of the citation. If you do not have the original envelope, please address your envelope to:

Parking Citation Payment Plan and Indigent Status
Beginning July 1, 2018, the City of Hesperia will offer Payment Plans to Indigent Registered Owners/Lessees with unpaid parking citations issued on or after July 1,2018 (for amounts of $300.00 or less).
Registered owners who cannot afford to pay for their citation have the option to enroll in one of the following payment plans:
- Standard Payment Plan: Available to ALL registered owners. No proof of income required. A one-time $25.00 fee will be applied. To apply, please call the Citation Processing Center at (800) 989-2058.
- Indigent Payment Plan: Available to registered owners/lessees who meet the requirements listed below. An Indigent Payment Plan provides the option to pay your parking citation in up to $25.00 monthly payments, and shall be paid off within eighteen (18) months of the Payment Plan approval date. Upon approval, a $5.00 non-refundable Administrative Fee will be added to the total Payment Plan amount and all late fees/ penalties will be waived. Waived fees/penalties may be reinstated if the person falls out of compliance with the Payment Plan.
Requests must be received within sixty (60) days from the date the citation was issued, or within ten (10) days of an Administrative Hearing, whichever is later. A one-time exception may be made for parking citations appearing on a California Department of Motor Vehicles Registration Renewal form. It will be subject to a $5.00 Late Fee in addition to the $5.00 Administrative Fee. To apply for the one-time exception, include a copy of the DMV Renewal Form.
Payment Plans do NOT eliminate the fines. They simply provide some flexibility to the motorists and allows the total amount due to be paid over time.

Proof of Indigent Status
The Registered Owner/Lessee must demonstrate that he or she is indigent by providing one of the following options:
- Option 1: Proof of Income -- An applicant meets the requirements if his/her monthly income is 125%or less of the current poverty guidelines in the Federal Register by the United States Department of Health and Human Services. Proof of income for all individuals living in the household is required (ex. 3 most recent paystubs/ earnings statements).
- Option 2: Receipt of Public Benefits -- An applicant who receives benefits from any of the following programs can provide a copy of their most recent Verification of Benefits form, Notice of Action (Approval) Letter, or Award Letter.
- Supplemental Security Income (SSI)
- California Work Opportunity (CalWORKs)
- Supplemental Nutrition Assistance Program (SNAP/ Food Stamps)
- County Relief, General Relief (GR), or General Assistance (GA)
- Cash Assistance Program for Aged, Blind and Disabled Legal Immigrants
- In-Home Supportive Services (IHSS)
- Medi-Cal
- Option 3: If the person has no income or does not receive Public Assistance, a copy of his or her yearly earnings from the Social Security Department is required for proof.
